Which forms ask for a photo under 30KB?

Many exam, recruitment and university portals ask for a passport-style photo between 20 KB and 50 KB, often 30 KB. Check the exact pixel size the portal wants as well as the file size.

Will a 30KB photo still look clear?

Yes at passport-photo sizes. This page starts at 800 pixels wide and lowers the JPG quality first, so a face stays sharp; only if 30 KB still can't be reached does it shrink the picture further.
