Why is my 40KB image a few KB smaller than 40?

JPG quality changes in steps, so the tool picks the highest step that stays under 40 KB. Most portals accept anything up to the limit, so that's fine.

Can I get a 40KB image in PNG format?

Usually not for photos: PNG is lossless and can't lower its quality. If the portal accepts JPG, keep JPG; if it insists on PNG, the tool shrinks the dimensions instead.
